The RX 550 is a little bit faster than the GT 1030. Low profile single slot cards also exist.The problem here is that the RX 550 is currently more expensive than it is really worth. It is only 14% faster but is $30-$40 more expensive.

Fanless vs fan GPUs (GT 1030/RX 550)I noticed that some manufacturers have made fanless versions of these budget GPUs. However, are there any difference in gaming performance between fanless and fan? If not, then I'll consider buying the fanless one for my silent gaming PC build

Usually the fanless components are slower, due to lower clock speeds in order to keep temperatures down. You know how if you overclock something it runs hotter? The reverse is also true. You don't get something for nothing. If you want silence you usually have to give up some performance. The real question here is even if they are slower, does it matter? Maybe they are still fast enough to suit your purposes. For instance, maybe for you 50fps silent is better than 60fps with fan noise. On the other hand, if these low budget cards barely manage 35fps in the games you want to play, giving up even a small amount of performance is out of the question.
