The RX 480 might be the mid-range flagship of the latest GCN 4.0 set of graphics cards, but their prices keep them out of the reach of most entry-level PC gamers. On the other hand, the RX 470 is closer to being reasonably affordable at a price tag of $ 179. AMD ’s xx70 cards have always been defined by entry-level prices with performance that knocks on the door of mid-range graphics cards – especially when overclocked. After taking the time to fully test the GCN 4.0 graphics card inside the RX 470, we can say without a doubt that it continues the trend.
Spec for spec, this RX 470 leapfrogs its direct predecessor, the R7 370, by boasting 79.9 % more fps. The RX 470 has 4 GB RAM compared to the R7 370 's 2 GB video memory.
In our synthetic benchmarks, the RX 470 blows past the R7 370 and, amazingly, even the R9 380 as well. Compared to its NVIDIA 's closest rival, GTX 960, the RX 470 was 39.2 % faster.
Fortunately, gaming performance was quite impressive. The RX 470 consistently delivers great frame rate increases over the R7 370 and it really justifies an upgrade. For 1080p Full HD, we were able to play Battlefield V, Call of Duty Modern Warfare, Resident Evil 2, Strange Brigade, Call of Duty: Black Ops 4 at 62 fps to 69 fps and kept frame rates hovering around 66 fps.
For 1440p Quad HD, we were able to play Valorant at 87 fps to 87 fps and kept frame rates hovering around 87 fps. For 2160p 4K, we were able to play Valorant at 76 fps to 76 fps and kept frame rates hovering around 76 fps.

RX 570 4GB when overclocked is similar to RX 480 8GB (reference) go for 570 and it gives solid 10% boost out of the box than reference RX 470.

It's a tough one. The RX 470 is close to the RX 480 performance wise and some games do benefit from high VRAM. For example, I'm playing Forza Motorsport 6: Apex at ultra settings and it really requires 8GB of VRAM for a stutter-free experience on that render setting. I always had problems with Forza Motorsport 6 as it really uses loads of VRAM when playing, my experience has been a lot better since moving to an 8GB graphics card in general. However, most games will be fine with 4GB VRAM and in those games the RX 480 4GB will be easily outperforming the RX 470 8GB.

Well,the board partners only design they custom power delivery and up the clockspeeds a little,you wont see massive gains,only slightly better ,a 470 nitro+ will stilll lose to the worst 480 out there

The 480 is the best card and the best deal, just avoid Gigabyte this time around as they've been having problems with cooling the 480. I'd go for something from XFX or MSI. Unless you can get the 390 for under $150 from a trusted friend that hasn't beaten it to death for months in a mining rig then there's really no reason to buy a 390.
