Phenom II x2 545 unlocked + 5ghz ocI will be running a novel cooling system that can run this OC (even higher xD) no problem on perfect temperatures. Will it last?

5ghz would be hard to obtain on the Phenom II line, 6ghz, if I remember right, was a record for AMD on a single core on the Phenom II.The chip will OC better when it's colder, like way below room temp.

AMD FX 8350 8-core over AMD Phenom II X2 545?First of all, hey everyone. I just build a "free" computer with these features; motherboard: MSI 970 AM3+. CPU: AMD Phenom II X2 545. GPU: GTX 1050 2GB. RAM: 4GB. So I believe it has some sort of problem called "bottleneck"; the CPU is too low for GPU so the performance of the computer is really bad, I can't even play most basic games, and I want to play games like BF1/CS:GO or even PUBG. I plan to improve my CPU to AMD FX 8350 8-core and add 4GB RAM, which makes it a total of 8. So as I mentioned before, I had no plan for building a PC, and I have no budget more than 200 dollars right now. Will I able to improve my performance on my PC if I buy these parts? Will it solve my bottleneck and let me play old/present games on medium settings? I have no plans for the future with this PC so it will be great if this computer can manage to hold for a year or two.

Your problem is your Phenom II is a dual core. That motherboard looks like it can handle a more powerful CPU with no problem, so you have some options. My advice is to get the fastest Phenom II X4 or the fastest FX 6xxx or 8xxx series CPU you can afford. The Phenom II and FX performance scales up as the clockspeeds go up, so it's critical that you get the fastest one you can. What you don't need are more than an X4 or FX 6xxx(if it's a fast one). You'll get the majority of game performance out of an FX 6xxx that you would get from an 8xxx series. If you can get an 8xxx series at close to the same price then that's fine, but don't pay a lot extra for one. With the CPU upgrade combined with your 1050 and 8gb system ram you'll have a workable budget gaming computer. Certain games, like PUBG, will still not run all that great, at least not at 1080p. So focus on a more well optimized game like Fortnite, or less demanding games like CSGO.

Agreed, if you're going to switch to Intel, a Skylake build will not only be roughly the same cost as a Haswell build, but will last you longer. It all depends on your budget, though. If you're limited to 200 euros total, then even the Skylake i3 build @HIsgsz suggested is going to break your bank, as it swaps our your CPU/motherboard/RAM but leaves you with your old GPU (which is going to keep your performance down as well). If your budget is limited to 200 euros or less, for right now just go for a GPU upgrade. de.pcpartpicker.com is showing an R9 260X for around 120 euros, with a GTX 950 (another decent choice) running to 150 euros -- although, depending on your PSU, you may want to try to get one of the "75W" versions of the GTX 950. They're like a lot of the GTX 750Tis, where they don't need a separate PCIe power connector (ideal for lower-power or lower-quality PSUs, especially non-modular ones without PCIe power connectors), although the only model it listed was about 170 euros.
